T-2025-1523 - Lighting Services for Sydney New Year's Eve

The Council of the City of Sydney ("the City") invites tenders for the carrying out of Lighting Services for Sydney New Year’s Eve in accordance with this Request for Tender.

Sydney New Year’s Eve is one of the most celebrated events in the world, attracting millions of spectators both in-person and via broadcast. To support the delivery of a visually stunning experience, this project seeks a lighting services provider to deliver professional lighting design and installations across key locations on Sydney Harbour.

Core Services: Sydney Harbour Bridge – Eastern Side

The primary requirement is the design, supply, installation, and de-installation of a lighting display on the Eastern Side of the Sydney Harbour Bridge. This high-profile location plays a central role in the New Year’s Eve celebrations and is a focal point for live audiences and television coverage. The lighting design should highlight the bridge’s structure and complement the broader creative direction of the event, including fireworks and multimedia elements.

Additional Services:

To further enhance the harbour-wide experience, the following optional lighting elements may be required in accordance with the Schedule of Rates for Additional Services:

    • Luna Park Ferris Wheel: Programming of lighting sequences to align with the bridge display and contribute to the overall festive atmosphere.
    • Sydney Harbour Lights (vessel parade): Lighting support for participating vessels, enabling coordinated or themed illumination to boost visibility and spectacle across the water. Note that Sydney Harbour Lights is produced by the Australian Commercial Marine Group (ACMG).

Sydney Harbour Bridge – Western Side

An additional option is available to light the western side of the Sydney Harbour Bridge. This display will be more limited in scope but aims to extend the visual impact of the event for audiences.

Term

The Service Provider will be engaged for a period of five (5) years covering Sydney New Year’s Eve 2026 to 2030, with an option to extend for a Further Term of two (2) years to cover the 2031 and 2032 events.

T-2025-1529 - Park Irrigation Controller Supply and Installation

The City of Sydney invites Tenders for the carrying out of Construction Services for Park Irrigation Controller Supply and Installation in accordance with this request for tender (RFT). The City of Sydney manages 216ha of open space, including 362 parks and sports fields. An asset management approach is taken to the management of parks assets to ensure consideration is given to the full asset lifecycle, that risks are identified and managed and that asset condition informs priorities in forward capital works programs and budgets. This approach ensures park assets are responsibly managed, so all parks are in a safe condition and fit for use by the community.

The project

There are approximately 100 controllers across the City's parks controlled by various brands and configurations. There are multiple controllers in some sites, and some controllers control multiple sites. Many of the sites contain bespoke controllers known as "Watering And Lighting Tool and Reporting System" (WALTRS). The City aims to replace all existing controllers with new off-the-shelf controllers. All new controllers are to be controlled by a single, cloud based central control system. The City is seeking to engage a suitably experienced contractor team to procure a new irrigation control system, and undertake the installation of the new irrigation controllers and irrigation flow meters, as well as any associated site works, within the City's parks and assets.

Please note: The City of Sydney may seek technical advice from Water Wise Consulting Pty Ltd (Water Wise), only when required as part of the tender evaluation process. Water Wise's advice will strictly be technical and will not influence the selection of the supplier and Water Wise will not be present at or involved in the final evaluation meeting. Works are planned to be undertaken in a staged approach based on site priority between August 2026 and April 2027.

T-2025-1717 – Operation and Maintenance Services for the Green Square Water Reuse Scheme

The Council of the City of Sydney ("the City") invites tenders for the carrying out of Operation and Maintenance Services for the Green Square Water Reuse Scheme (GSWRS) in accordance with this Request for Tender. The Scheme was originally designed to produce up to 900 kL/day and is currently being upgraded to increase capacity to approximately 1,250 kL/day. Current average recycled water demand is approximately 350 kL/day and is expected to increase progressively as additional buildings are connected to the Scheme. The City is seeking an experienced and capable Service Provider to deliver operation and maintenance (O&M) services for the GSWRS. The Service Provider will be responsible for the safe, reliable, and efficient operation of all GSWRS assets, ensuring full compliance with regulatory, environmental, and Work Health and Safety (WHS) requirements. The scope of services includes the operation and maintenance of the Water Treatment Plant (WTP), stormwater harvesting and conveyance infrastructure, storage tanks, reticulation network, metering systems, and all associated control systems.

The Service Provider will deliver a fully integrated O&M service, including routine, preventative, and corrective maintenance. The Services encompass water quality monitoring and compliance, supply of chemicals and consumables, performance reporting, remote system monitoring, and timely response to faults and emergency incidents. The Service Provider is accountable for meeting all Key Performance Indicators (KPIs) as detailed in Part B Specification and for delivering a reliable, compliant, and cost-effective recycled water service that supports the City’s sustainability and water efficiency objectives. T-2025-1671 - East Sydney Community Centre HVAC Installation and Domestic Hot Water Electrification

The City of Sydney ("the City") invites Requests for Tender for the carrying out of design, supply, installation and commissioning HVAC units and domestic hot water systems for the East Sydney Community Centre in accordance with this request.

Background

East Sydney Community Centre, formerly known as Heffron Hall, is an award-winning facility used as an accessible community and arts centre. The ground level is a hireable community space and the upper level is occupied by a not-for profit arts organisation. The building is currently naturally ventilated and is currently served by multiple solar panels on the roof, forming a 10kW solar array. The building has a gas connection, supplying gas domestic hot water units and space heating. Hot water supplies water to the kitchens and showers and multiple portable gas heaters provide heating on ground floor and upper level. There are frequent complaints on thermal comfort during peak summer and winter periods which has reduced the space usage. There are temporary portable units installed in the upper level to provide supplementary thermal comfort in summer.

Project Overview

1. Eliminate 100% of the site’s natural gas use including:

  • Domestic hot water

  • Remove portable gas heaters.

2. Install new HVAC and associated electrical system to serve both levels.

E-2026-1751 – Head Contractor – Fabrication and Installation of Yananurala – Sitelines Public Art Project

NSWICC Members are invited to submit an Expression of Interest (EOI) for the City of Sydney’s Yananurala – Sitelines public art project. This significant project involves the sourcing of Australian stone, fabrication of 15 large-scale sculptural elements, and installation (including landscaping) across seven sites along Sydney Harbour. The sculptural forms are inspired by the native flat oyster (Ostrea angasi) and aim to create meaningful connections to place, community and the living cultures of Aboriginal and Torres Strait Islander peoples. The successful respondent will be responsible for prototyping, material sourcing, fabrication and full installation of the works. The City of Sydney strongly encourages participation from Indigenous-owned businesses, SMEs, start-ups and social enterprises. EOI Briefing: 11:00am, Wednesday 29 April 2026. Under our Accommodation Grants Program, we lease spaces for up to 5 years at reduced rates (below market rental rates) or at no charge. We may offer some longer tenancies based on operational and community needs and public interest. Tenancies are informed by the strategic priorities reviewed and set by Council every 4 years.
