The NSWICC Equitable Procurement Practices (EPP) program, delivered under our Buying on Country initiative is designed to enhance understanding and maximise the effective application of the NSW Government's Aboriginal Procurement Policy (APP).
Developed and delivered by the NSWICC under contract to Aboriginal Affairs NSW, the BOC EPP Training Program is approved for all NSW Government staff with spend delegation.
We actively support government agencies, departments and corporate organisations to develop, implement and embed procurement practices that are genuinely inclusive of and equitable for Indigenous businesses. We believe that true economic empowerment requires buyers who are confident, capable and culturally informed.

Empowering NSW Government Buyers
Whether you are using a purchasing card (Pcard) for low-value transactions, managing direct procurements up to $250,000, or overseeing major contracts, your purchasing decisions have the power to create meaningful economic impact for Indigenous communities across NSW.
The BOC EPP Training Program provides NSW Government staff with the essential knowledge and practical tools to confidently engage Indigenous businesses. By completing this program, staff with spend delegation can ensure they are maximising their agency's spend under the APP, meeting mandatory obligations and driving equitable outcomes across the state.
Safeguarding Integrity in Procurement
A critical pillar of this program is safeguarding the integrity of Indigenous procurement. We work with our partners to identify, address and eliminate the risks associated with engaging black-clad businesses within government and industry supply chains. By ensuring procurement spend reaches verified, certified Indigenous businesses, we ensure that the economic and social benefits flow directly back into our communities.
